You can certainly debate how much emphasis should be given to regulations versus transfer programs versus school enhancement. The problem I have with protagonistas like Liebel is that they seem to deny there is a problem in the first place, or they define it down to just specific instances of exploitive work.<br /><br />Incidentally, I'm no fan of the save-the-world-by-shopping obsession, especially for child labor. In every talk I give I make a point of arguing against it. So when workers in high income nations objected to buying goods from Bihar state in India because of the prevalence of child labor there, its defenders pointed out that due to the combination of poverty and corruption in Bihar (the latter now improving somewhat) there were no or very few functioning elementary schools. What is one supposed to do with young children when there no reservations, ooops, I mean schools, to send them to?
