I think Russian economy too small to be so...Peter,<br /><br />I think Russian economy too small to be sovereign in the sense for MMT. However, they clearly are in a position to run large deficits in the short term, if they choose to, even if they are not fully in an MMT state. They have been running tight budgets and piling up foreign reserves especially since sanctions were imposed in 2014, and their debt/GDP ratio is very low, although a bunch of those foreign reserves have been frozen, being held abroad.<br /><br />I think the real limit on them making investments is the capacity of their economy, especially one that is largely sealed off from the rest of the world and also has such a high degree of emphasis on military production. That said, apparently Putin has given a speech calling for the imposition of a "war socialism economy" replete with renationalizations and even command central planning.
